You can open the segy velocity field in the isovels application then use the File - Repick & write current vels to *.nmo option to save as a *.nmo ASCII file.

The *.nmo to wgf application on the Velocities tab can be used to create text files in the Western Geophysical velocity file format (wgf), ESSOV2, simple line or column formatted files. Click the help button in this application or go to section 16.4.1 of the Claritas manual for more detail.
